                                 A BILL


 
   To improve consistency in the annual payments made to States from 
 national forest receipts for the benefit of public schools and public 
                                 roads.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. GUARANTEED AMOUNT OF PAYMENTS TO STATES FROM THE NATIONAL 
              FOREST FUND.

    (a) Amendments to Act of May 23, 1908.--The sixth paragraph under 
the heading ``forest service'' in the Act of May 23, 1908 (16 U.S.C. 
500), is amended--
            (1) by striking ``That hereafter twenty-five per centum of 
        all money'' and inserting ``From all moneys'';
            (2) by striking ``including the year ending June thirtieth, 
        nineteen hundred and eight, shall be paid'' and inserting ``an 
        amount shall be paid''; and
            (3) by striking ``said reserve is situated'' and inserting 
        ``such reserve is situated that is equal to the greater of (1) 
        25 percent of all moneys received from such reserve during that 
        fiscal year and (2) the average of the amounts paid to the 
        State or Territory under this paragraph at the end of the five 
        preceding fiscal years with respect to such reserve''.
    (b) Amendments to the Weeks Law.--Section 13 of the Act of March 1, 
1911 (16 U.S.C. 500), is amended--
            (1) by striking ``That twenty-five per centum of all 
        moneys'' and inserting ``From all moneys'';
            (2) by striking ``divided shall be paid'' and inserting 
        ``divided, an amount shall be paid''; and
            (3) by inserting ``that is equal to the greater of (1) 25 
        percent of all moneys received from such national forest during 
        that fiscal year and (2) the average of the amounts paid to the 
        State under this section at the end of the five preceding 
        fiscal years with respect to such national forest'' after 
        ``situated'' the first place it appears.
    (c) Application of Amendments.--The amendments made by this section 
shall apply with respect to payments to be made to States under the 
sixth paragraph under the heading ``forest service'' in the Act of May 
23, 1908 and under section 13 of the Act of March 1, 1911 (16 U.S.C. 
500), at the end of fiscal year 1993 and subsequent fiscal years.
