Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. NUCLEAR CARRIER WASTE DISPOSAL PLAN. (a) Plan Required.--Within one year of the enactment of this Act, the Secretary of the Navy shall submit to Congress a 20-year plan for the safe life-cycle maintenance and decommissioning of the Navy's nuclear-powered aircraft carriers. The plan shall provide for-- (1) sites and methods for safe disposal of spent nuclear fuel; and (2) sites and methods for the safe disposal of the ships' hulls, structures, machinery, and equipment. (b) Congressional Approval.--Notwithstanding any other provision of law, no funds may be appropriated for the construction of the next nuclear-powered aircraft carrier (CVN-76) until the plan set forth in the report required by subsection (a) (or an alternative plan meeting the same requirements as set forth in subsection (a)) has been approved by law. SEC. 2. ENVIRONMENTAL IMPACT STUDY OF NUCLEAR AIRCRAFT CARRIER ACCIDENTS. Within one year of the enactment of this Act, the Secretary of Energy shall submit to Congress a report detailing the likelihood and environmental impact of a reactor accident aboard a nuclear-powered aircraft carrier, including-- (1) a noncombat accident or systems failure; and (2) a combat-related accident or systems failure. SEC. 3. COST BENEFIT ANALYSIS. (a) Report Required.--Within one year of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report detailing the costs and benefits of the construction of another nuclear-powered aircraft carrier (CVN-76). The report shall include-- (1) detailed estimates of the cost of constructing and operating CVN-76; (2) the operational benefits of a nuclear-powered aircraft carrier in comparison to a conventionally powered aircraft carrier; (3) the operational limitations of nuclear-powered aircraft carriers that have been put into place by foreign nations and international law; (4) the feasibility and budget impact of fulfilling the Navy's strategic commitments through the construction of a conventionally powered aircraft carrier; and (5) the feasibility and budget impact of fulfilling the Navy's strategic commitments through the performance of a Service Life Extension Program on the U.S.S. America (CV-66). <all>
