   To provide for the delayed repayment to the Government of advance 
   deficiency payments received by producers who are prevented from 
     planting a crop due to damaging weather or related condition.

   following bill; which was referred to the Committee on Agriculture

                                 A BILL


 
   To provide for the delayed repayment to the Government of advance 
   deficiency payments received by producers who are prevented from 
     planting a crop due to damaging weather or related condition.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That effective only for 
the 1993 crops of wheat, feed grains, upland cotton, and rice, if the 
Secretary determines that any portion of the advance deficiency payment 
made to a producer for the crop under section 114 of the Agricultural 
Act of 1949 (7 U.S.C. 1445j) must be refunded, such refund shall not be 
required prior to April 1, 1994 for that portion of the crop that is 
prevented from being planted due to damaging weather or related 
condition, as such terms are defined in section 2251 of the Food, 
Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 1410 note).
