Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SUFFICIENT FEDERAL FUNDING REQUIREMENT FOR ANY FEDERAL LAW WHICH OBLIGATES ANY STATE OR LOCAL GOVERNMENT TO TAKE ANY ACTION REQUIRING ANY EXPENDITURE OF STATE OR LOCAL FUNDS. Notwithstanding any other provision of law, no State or local government shall be obligated to take any action required by Federal law enacted after the date of the enactment of this Act unless the expenses of such government in taking such action are funded by the United States. <all>
