Mr. Castle introduced the following bill; which was referred jointly to

                                 A BILL


 
  To eliminate franked mail for the House of Representatives, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Franked Mail Savings Act''.

SEC. 2. PROVISIONS RELATING TO LIMITS ON THE OFFICIAL MAIL ALLOWANCE IN 
              THE HOUSE OF REPRESENTATIVES.

    (a) Termination of Use of Frank in House.--
            (1) Notwithstanding any provision of title 39, United 
        States Code, or any other law, or any rule or other authority--
                    (A) no mail matter may be sent under the frank by 
                any Member, Member-elect, officer, or employee of the 
                House of Representatives; and
                    (B) any such person previously authorized to use 
                the frank shall use postage stamps, postage meters, or 
                other authorized methods of prepayment of postage.
            (2) For purposes of this subsection, the term ``frank'' has 
        the meaning given such term in section 3201 of title 39, United 
        States Code.
            (3) This subsection shall apply with respect to mail matter 
        mailed after December 31, 1994.
    (b) Reduction in Official Mail Allowance.--The amount provided for 
official mail costs of the House of Representatives for fiscal year 
1995 may not exceed 50 percent of the amount so made available for 
fiscal year 1994. The amount provided for official mail costs of the 
House of Representatives for fiscal year 1996 may not exceed 25 percent 
of the amount so made available for fiscal year 1994.
    (c) Prohibition of Transfers to Official Mail Allowance.--Section 
311(e) of the Legislative Branch Appropriations Act, 1991 (2 U.S.C. 
59e(e)) is amended by striking paragraph (3) and by redesignating 
paragraph (4) as paragraph (3).
    (d) Mail Reduction for Deficit Reduction.--Any amount provided for 
official mail costs of the House of Representatives for fiscal year 
1994 that remains unobligated at the end of that fiscal year shall be 
deposited in the Treasury for the sole purpose of deficit reduction.

SEC. 3. LENGTHENED PROHIBITION PERIOD FOR HOUSE OF REPRESENTATIVES MASS 
              MAILINGS.

    Section 3210(a)(6)(A) of title 39, United States Code, is amended--
            (1) in the matter before clause (i), by striking out ``as 
        franked mail'' and inserting in lieu thereof ``paid from 
        official funds''; and
            (2) by striking out ``60 days'' each place it appears and 
        inserting in lieu thereof ``120 days''.

SEC. 4. PROHIBITION OF PURCHASE OF CALENDARS FOR THE HOUSE OF 
              REPRESENTATIVES.

    Appropriated funds may not be used to purchase United States 
Capitol Historical Society calendars for the House of Representatives.
