   To amend the Federal Election Campaign Act of 1971 to strengthen 
                    certain reporting requirements.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REDUCTION OF DOLLAR THRESHOLD FOR CERTAIN REPORTS.

    Section 304(b)(5)(A) of the Federal Election Campaign Act of 1971 
(2 U.S.C. 434(b)(5)(A)) is amended by striking out ``$200'' and 
inserting in lieu thereof ``$20''.

SEC. 2. SPECIAL REPORTING REQUIREMENT FOR TRAVEL.

    Section 304(b)(5)(A) of the Federal Election Campaign Act of 1971 
(2 U.S.C. 434(b)(5)(A)), as amended by section 1, is further amended by 
inserting after ``purpose'' the following: ``(including, with respect 
to travel, the dates of the travel, each point of departure, layover, 
and destination, and the identity of the traveler)''.
