   Mr. Bachus of Alabama (for himself, Mr. Dornan, and Mr. Franks of 
 Connecticut) introduced the following bill; which was referred to the 
                   Committee on Government Operations

                                 A BILL


 
 To require that certain Government consumer information publications 
 that are distributed without charge include a statement that they are 
            financed by the taxpayers of the United States.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. STATEMENT REQUIRED FOR CERTAIN GOVERNMENT PUBLICATIONS.

    Any consumer information publication that--
            (1) is prepared by a department, agency, or other entity of 
        the executive branch of the Government; and
            (2) is distributed without charge;
shall contain a statement, prominently displayed on the cover or first 
page, as follows: ``The printing and distribution of this publication 
is financed by the taxpayers of the United States''.

SEC. 2. DEFINITION.

    As used in this Act, the term ``consumer information publication'' 
means a publication distributed to the public for general educational 
and informational purposes.
