Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SEC. . PRISON INDUSTRIES DEMONSTRATION PROJECT. (a) In General.--Notwithstanding section 1761 of title 18, United States Code-- (1) Federal Prison Industries shall, not later than December 1, 1995, establish a demonstration project in which prisoners are paid wages at rates, not less than the Federal minimum wage applicable for similar work done by free labor, to engage in the production of goods, of a type currently made primarily in foreign countries, which may be sold domestically to the general public at market prices; and (2) the Director of the Bureau of Prisons may deduct from any wages paid to a prisoner that is equal to or in excess of the legal minimum wage paid to free laborers engaged in the same sort of work at the place where the prisoner's work is done an amount, not to exceed 80 percent of the wages, the Director determines will defray the costs to the United States associated with the imprisonment of that prisoner. (b) Report to Congress.--Not later than two years after the demonstration project under subsection (a) is begun, Federal Prison Industries and the Director of the Bureau of Prisons shall jointly report to Congress on the demonstration project, including a description of its economic viability, and make recommendations as to whether such project should be continued or expanded. <all>
