  Mr. Owens introduced the following bill; which was referred to the 
                   Committee on House Administration

                                 A BILL


 
     To provide for fair and nonpartisan administration of Federal 
                               elections.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That this Act may be 
cited as the ``Fair Elections Act of 1993''.
    Sec. 2. Each registrar, voting judge, member of a board of 
elections, or other person (other than an elected official) who, under 
any provision of State law, has direct responsibility for 
administration of a Federal election or registration for such 
election--
            (1) shall be selected solely on the basis of merit and 
        without regard to political affiliation; and
            (2) having been so selected, shall not be disqualified from 
        continuing to carry out that responsibility for any reason 
        other than unfitness or inability to perform the functions 
        involved.
    Sec. 3. As used in this Act, the term--
            (1) ``Federal election'' means a general, special, or 
        primary election held solely or in part with respect to the 
        office of President or Vice President, or Senator or 
        Representative in, or Delegate or Resident Commissioner to, the 
        Congress; and
            (2) ``State'' means a State of the United States, the 
        District of Columbia, the Commonwealth of Puerto Rico, or any 
        territory or possession of the United States.
    Sec. 4. This Act shall apply to elections held more than one year 
after the date of the enactment of this Act.
