H. Res. 461  (rh) - Resolved, That points of order against consideration of the bill (H.R. 4603) making appropriations for the Departments of Commerce, Justice, and State, the Judiciary, and related agencies programs for the fiscal year ending September 30, 1995, and making supplemental appropriations for these departments and agencies for the fiscal year ending September 30, 1994, and for other purposes, for failure to comply with clause 2(l)(6) of rule XI or clause 7 of rule XXI are waived. During consideration of the bill, all points of order against provisions in the bill for failure to comply with clause 2 of rule XXI are waived except as follows: beginning with ``notwithstanding'' on page 3, line 18, through ``Act,'' on line 19; beginning with ``That'' on page 36, line 16, through ``Provided further,'' on page 37, line 6; and beginning with ``: Provided'' on page 48, line 25, through ``Treasury'' on page 49, line 4. Where points of order are waived against only part of a paragraph, any point of order against matter in the balance of the paragraph may be applied only within the balance of the paragraph and not against the entire paragraph. The amendment printed in the report of the Committee on Rules accompanying this resolution shall have precedence over a motion that the Committee of the Whole rise and report the bill to the House with such amendments as may have been adopted, if the amendment is offered by a Member designated in the report.
