 Mr. Clement (for himself, Mr. Penny, Mr. Montgomery, Mr. Poshard, Mr. 
  Oxley, Mr. Goss, Mr. Hancock, Mr. Shays, Mr. Stump, Mr. Dornan, Mr. 
    Greenwood, Mr. Inglis, and Mr. McHugh) submitted the following 
        resolution; which was referred to the Committee on Rules

                               RESOLUTION


 
    To amend the Rules of the House of Representatives to require a 
              rollcall vote on all appropriation measures.

    Resolved, That rule XV of the Rules of the House of Representatives 
is amended by adding at the end the following new clause:
    ``7. The yeas and neas shall be considered as ordered when the 
Speaker puts the question upon final passage of any bill or joint 
resolution, or conference report thereon, making appropriations.''.
