Resolved, That rule XV of the Rules of the House of Representatives is amended by adding at the end the following new clause: ``7. The yeas and neas shall be considered as ordered when the Speaker puts the question upon final passage of any bill or joint resolution, or conference report thereon, making appropriations.''. <all>
