Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Child Abduction Prevention Act'' (CAP Act). SEC. 2. MANDATORY LIFE IMPRISONMENT FOR A SECOND KIDNAPPING OF A MINOR. Section 1201(g) of title 18, United States Code, is amended-- (1) in paragraph (1) by striking ``paragraph (2)'' and inserting ``paragraphs (2) and (3)''; and (2) by adding at the end the following new paragraph: ``(3) Second offense.--An offender described in paragraph (1)(B) who commits an offense under this section in which the victim has not attained the age of 18 years shall be punished by imprisonment for life.''. <all>
