To extend caps on defense and nondefense discretionary spending through 
                           fiscal year 1998.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``National Security Budgeting and 
Deficit Control Act of 1994''.

SEC. 2. EXTENSION OF SPENDING LIMITS.

    (a) Category.--Subparagraph (B) of section 250(c)(4) of the 
Balanced Budget and Emergency Deficit Control Act of 1985 is amended to 
read as follows:
                    ``(B) For fiscal years 1994 through 1997, any of 
                the following subsets of discretionary appropriations: 
                defense or nondefense. For fiscal year 1998, all 
                discretionary appropriations. New accounts or 
                activities shall be categorized in consultation with 
                the Committees on Appropriations and the Budget of the 
                House of Representatives and the Senate.''.
    ``(b) Discretionary Spending.--Section 601(a)(2) of the 
Congressional Budget Act of 1974 is amended by striking subparagraphs 
(D), (E), and (F) and inserting the following:
                    ``(D) with respect to fiscal year 1994--
                            ``(i) for the defense category: 
                        $261,748,000,000 in new budget authority and 
                        $280,580,000,000 in outlays;
                            ``(ii) for the nondefense category: 
                        $251,615,000,000 in new budget authority and 
                        $262,128,000,000 in outlays;
                    ``(E) with respect to fiscal year 1995--
                            ``(i) for the defense category: 
                        $264,165,000,000 in new budget authority and 
                        $271,087,000,000 in outlays;
                            ``(ii) for the nondefense category: 
                        $251,013,000,000 in new budget authority and 
                        $268,549,000,000 in outlays;
                    ``(F) with respect to fiscal year 1996--
                            ``(i) for the defense category: 
                        $255,873,000,000 in new budget authority and 
                        $261,564,000,000 in outlays;
                            ``(ii) for the nondefense category: 
                        $262,758,000,000 in new budget authority and 
                        $285,754,000,000 in outlays;
                    ``(G) with respect to fiscal year 1997--
                            ``(i) for the defense category: 
                        $252,569,000,000 in new budget authority and 
                        $256,972,000,000 in outlays;
                            ``(ii) for the nondefense category: 
                        $274,986,000,000 in new budget authority and 
                        $289,907,000,000 in outlays; and
                    ``(H) with respect to fiscal year 1998, for the 
                discretionary category:
                            $530,092,000,000 in new budget authority 
                        and $547,055,000,000 in outlays.''.
