 Mr. Sarbanes introduced the following bill; which was read twice and 
               referred to the Committee on the Judiciary

                                 A BILL


 
                    For the relief of Maria Manzano.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That the Secretary of 
the Treasury shall pay, out of money in the Treasury not otherwise 
appropriated, to Maria Manzano of Temple Hills, Maryland, the sum of 
$20,228.25, in full settlement of all claims of Maria Manzano against 
the United States arising out of the improper disclosure of the records 
of the grievance proceedings brought in 1971 by an employee of the 
Laboratory Division of the Department of State asserting a complaint 
against Maria Manzano, a supervisor in such division.
    Sec. 2. Nothing in this Act shall be construed to give rise to an 
inference of liability on the part of the United States.
    Sec. 3. (a) No part of the amount appropriated by the first section 
of this Act in excess of 10 percent thereof shall be paid or delivered 
to or received by any agent or attorney on account of services rendered 
in connection with the enactment of this Act, any contract to the 
contrary notwithstanding.
    (b) A violation of this section is a misdemeanor punishable by a 
fine in an amount not exceeding $1,000.
