                                 A BILL


 
To require the Administrator of the Environmental Protection Agency to 
 make grants for the construction of certain treatment works, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. GRANTS FOR CONSTRUCTION OF CERTAIN TREATMENT WORKS.

    (a) In General.--The Administrator of the Environmental Protection 
Agency shall make 1 or more grants in accordance with title II of the 
Federal Water Pollution Control Act (33 U.S.C. 1281 et seq.) for the 
construction of publicly owned treatment works in the South Valley of 
Bernalillo County, New Mexico.
    (b) Funding.--The Administrator is authorized to use $25,000,000 of 
the funds made available to the Environmental Protection Agency under 
the matter under the heading ``water infrastructure/state revolving 
funds'' under the heading ``Environmental Protection Agency'' in title 
III of the Departments of Veterans Affairs and Housing and Urban 
Development, and Independent Agencies Appropriations Act, 1994 (Public 
Law 103-124; 107 Stat. 1294), to carry out this section, to remain 
available until expended.
