To amend the Foreign Trade Zones Act to allow foreign trade zones to be 
  established where a regional commission involving more than 1 State 
                    will coordinate zone activities.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ESTABLISHMENT OF ZONES.

    (a) In General.--Section 2 of the Act of June 18, 1934 (commonly 
known as the Foreign Trade Zones Act (19 U.S.C. 81b)), is amended by 
adding at the end thereof the following new subsection:
    ``(e) Special Rule for Applications by Regional Commissions.--
            ``(1) Notwithstanding subsection (b), additional zones may 
        be authorized in the case of an application by a regional 
        commission if the requirements of paragraph (2) are met.
            ``(2) A regional commission may apply for and be granted 
        the privilege of establishing and maintaining a foreign-trade 
        zone which is located in 2 or more States, if--
                    ``(A) a plan to operate such zone is approved by 
                the State legislature of each State within such zone,
                    ``(B) the overall commercial interests of the 
                United States will be served by the establishment of 
                such zone,
                    ``(C) the economic conditions of the region in 
                which the zone is to be located justify the 
                establishment of the zone, and
                    ``(D) the zone will be operated in accordance with 
                section 14.''.
    (b) Definition.--Section 1 of such Act (19 U.S.C. 81a) is amended 
by redesignating subsection (i) as subsection (j) and inserting after 
subsection (h) the following new subsection:
    ``(i) The term `regional commission' means a commission authorized 
by the legislature of 2 or more States to engage in regional planning 
efforts for the purpose of establishing and coordinating the activities 
of 1 or more foreign trade zones in such States.''.
