                            JOINT RESOLUTION

         To designate June 4, 1994, as ``National Trails Day''.

Whereas trails and footpaths have been an integral part of America's history,
        providing opportunities for recreation, exercise, and transportation;
Whereas trails provide an alternative transportation system at both local and
        metropolitan levels;
Whereas trails offer outdoor activity for the millions of Americans who walk,
        bicycle, ride, backpack, ski, and hunt;
Whereas, by the year 2000, more than 80 percent of the Nation's population will
        reside in urban areas, and recreational opportunities which are close to
        home will be a priority;
Whereas trails enrich our Nation's communities by showcasing areas of scenic
        beauty, historic significance, and ecological diversity;
Whereas on June 5, 1993, over 750,000 people participated in ``National Trails
        Day'' events across the country;
Whereas an organized trails system contributes to the economic vitality of a
        community;
Whereas trails provide educational opportunities for people of all ages to
        observe nature and to increase awareness about and appreciation of our
        natural environment; and
Whereas a ``National Trails Day'' will strengthen support for our national
        trails system on local, State, and national levels: Now, therefore, be
        it
    Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, That June 4, 1994, is
designated as ``National Trails Day''. The President is authorized and
requested to issue a proclamation calling upon the people of the United
States to observe this day with appropriate programs and activities.
