owned or controlled by a foreign country.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. PROHIBITION AGAINST CONVEYANCE OF PROPERTY AT NAVAL STATION,

              COMPANIES.

    (a) Prohibition Against Direct Conveyance.--In disposing of real
property in connection with the closure of Naval Station, Long Beach,

located at Naval Station, Long Beach, California, the requirement that
the property may not be subsequently conveyed (by sale, lease, or other

    (c) Reversionary Interest.--If the Secretary determines at any time
that real property located at Naval Station, Long Beach, California,
and conveyed under the Defense Base Closure and Realignment Act of 1990
has been conveyed to a State-owned shipping company in violation of
subsection (b) or is otherwise being used by a State-owned shipping
company in violation of such subsection, all right, title, and interest
in and to the property shall revert to the United States, and the
United States shall have immediate right of entry thereon.
