                                 A BILL


 
  To amend the Internal Revenue Code of 1986 to provide a credit for 
  research related to the development of a vaccine for the Zika virus.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Zika Immunization Plan Act'' or as 
the ``ZIP Act''.

SEC. 2. RESEARCH CREDIT FOR DEVELOPMENT OF ZIKA VIRUS VACCINE.

    (a) In General.--Section 41(a) of the Internal Revenue Code of 1986 
is amended by striking ``and'' at the end of paragraph (2), by striking 
the period at the end of paragraph (3) and inserting ``, and'' and by 
adding at the end the following new paragraph:
            ``(4) 10 percent of so much of the qualified research 
        expenses for the taxable year as relate to the development of a 
        vaccine for the Zika virus which is intended for use in 
        humans.''.
    (b) Effective Date.--The amendments made by this section shall 
apply to taxable years ending after the date of the enactment of this 
Act.
