                      UNANIMOUS CONSENT AGREEMENTS

                         S. 2349 (ORDER NO. 367)

    1.--Ordered, That on Wednesday, March 29, 2006, upon the conclusion 
of Morning Business, the Senate resume consideration of S. 2349, a bill 
to provide greater transparency in the legislative process; provided 
that the Senator from Wisconsin (Mr. Feingold) be recognized to offer 
Amdt. No. 2962; further, that there be 40 minutes equally divided for 
debate prior to a vote in relation to the amendment, with no second 
degree amendments in order to the amendments; provided further, that at 
10:50 a.m. the Senator from Connecticut (Mr. Dodd) or his designee be 
recognized to call up amendments on behalf of himself or others and that 
at 10:55 a.m. the Senator from Mississippi (Mr. Lott) or his designee be 
recognized to call up amendments on behalf of himself or others.
    Ordered further, That notwithstanding the adjournment of the Senate 
on Tuesday, March 28, 2006, all time until the bill is resumed on 
Wednesday, March 29, 2006, count against the time limit under the 
provisions of Rule XXII; further, that all first degree amendments that 
qualify under Rule XXII be offered no later than 11:00 a.m. on 
Wednesday, March 29, 2006.
    Ordered further, That following the disposition of the pending 
amendments, the following be the next first degree amendments in order:
      --McCain-Santorum amendment
      --Feingold amendment

                         S. 2454 (ORDER NO. 376)

    2.--Ordered, That at a time determined by the Majority Leader, after 
concurrence with the Democratic Leader, the Senate proceed to S. 2454, a 
bill to amend the Immigration and Nationality Act to provide for 
comprehensive reform and for other purposes; and that the bill be open 
for debate only during the first day of consideration. (Mar. 28, 2006.)

                                 H.R. 22

    3.--Ordered, That with respect to H.R. 22, an act to reform the 
postal laws of the United States, provided it shall not be in order for 
the Senate to consider any conference report or any House amendments to 
H.R. 22, if it would cause a net increase in on or off budget direct 
spending in excess of $5 billion in any of the four 10-year periods 
beginning in 2016-2055, as estimated by the Congressional Budget Office.

    4.--Ordered, That with respect to S. 1042, S. 1043, S. 1044, and S. 
1045, that if the Senate receives a message with respect to any of these 
bills from the House of Representatives, the Senate disagree with the 
House on its amendment or amendments to the Senate bill and agree to or 
request a conference, as appropriate, with the House on the disagreeing 
votes of the two houses; provided that the Chair be authorized to 
appoint conferees; and that the foregoing occur without intervening 
action or debate. (Nov. 15, 2005.)

                                 S. 295

    5.--Ordered, That the Majority Leader, after consultation with the 
Democratic Leader, shall no later than the end of the first session of 
the 109th Congress or no later than March 31, 2006, call up S. 295, a 
bill to authorize appropriate action if the negotiations with the 
People's Republic of China regarding China's undervalued currency are 
not successful; provided that if the bill has not been reported by then 
by the Committee on Finance it be discharged at that time and the Senate 
proceed to the consideration thereof; that there be 2 hours for debate 
equally divided between the Senator from Iowa (Mr. Grassley) and the 
Democratic Leader, or his designee, that no amendments or motions be in 
order, including committee amendments, that after the use or yielding 
back of time, the bill be read a third time and the Senate proceed to a 
vote on passage of the bill, with no intervening action or debate. (July
