Message from the House of Representatives to accompany S. 403, an
act to amend title 18, United States Code, to prohibit taking minors
across State lines in circumvention of laws requiring the involvement of
parents in abortion decisions. (Sept. 27, 2006.)

UNANIMOUS CONSENT AGREEMENTS
S. 1566 (ORDER NO. 191)
1.--Ordered, That at a time to be determined by the Majority Leader
with concurrence of the Democratic Leader, the Senate proceed to the
immediate consideration of S. 1566, an original bill to reauthorize the
Commodity Exchange Act, and for other purposes; provided that the
amendment at the desk offered by the Senator from Georgia (Mr.
Chambliss) be agreed to; further, that the only other amendments in
order be the following four amendments, the text of which are at the
desk, with no second degree amendments in order:
Smith/Stevens--Petroleum prices (1 hour equally divided)
Cantwell--Petroleum prices (1 hour equally divided)
Feinstein--Electronic energy transactions (4 hours equally divided
with 30 minutes of the Minority time under the control of the Senator
from Michigan (Mr. Levin))
Conrad--CFTC's authority (1 hour equally divided)
Ordered further, That in addition to the time specified on the
amendments, there be 30 minutes of debate equally divided on the bill
and that following the use or yielding back of time and the disposition
of amendments, the bill as amended, be read a third time; further, that
the Senate then proceed to H.R. 4473, the House companion, and that all
after enacting clause be stricken and the text of S. 1566, as amended,
be inserted in lieu thereof; further, that the bill as amended, be read
a third time and the Senate proceed to a vote on passage and that S.
1566, as amended, be returned to the Senate calendar. (Aug. 1, 2006.)
S. 1516 (ORDER NO. 235)
2.--Ordered, That at a time to be determined by the Majority Leader
with concurrence of the Democratic Leader, the Senate proceed to the
immediate consideration of S. 1516, a bill to reauthorize Amtrak, and
for other purposes; provided that the committee-reported substitute be
withdrawn and the Managers amendment at the desk be agreed to as
original text for the purposes of further amendment, the amendment
offered by the Senator from Iowa (Mr. Harkin) at the desk be agreed to
and that the only other amendments in order be the following, the text
of which is at the desk:
McCain--Rail Security
Sununu--Long Distance Trains
Sununu--Competition
Sessions--Amtrak Debt
Ordered further, That there be 1 hour for debate equally divided on
each of the amendments and 1 hour of general debate on the bill;
further, following the disposition of amendments and the use or yielding
back of time, the bill as amended, be read a third time and the Senate
proceed to a vote on passage without any intervening action or debate;
further, that no points of order be waived by virtue of this agreement.

S. 2611 (ORDER NO. 414)
3.--Ordered, That when the Senate agrees to a request for a
conference or the Senate requests a conference on S. 2611 or a House
bill, as amended with the language of S. 2611, as amended, the Chair be
authorized to appoint conferees on the part of the Senate with the ratio
of conferees being 14 to 12; provided further, that from that ratio, the
first 7 Republican Senators from the Committee on the Judiciary and the
first 5 Democratic Senators from the Committee on the Judiciary be
conferees; further, that the Majority Leader select the final 7
conferees for the Majority side and the Democratic Leader select the
final 7 conferees for the Minority side. (May 11, 2006.)
H.R. 22
4.--Ordered, That with respect to H.R. 22, an act to reform the
postal laws of the United States, provided it shall not be in order for
the Senate to consider any conference report or any House amendments to
H.R. 22, if it would cause a net increase in on or off budget direct
spending in excess of $5 billion in any of the four 10-year periods
beginning in 2016-2055, as estimated by the Congressional Budget Office.

5.--Ordered, That with respect to S. 2766, S. 2767, S. 2768, S.
2769, as passed, if the Senate receives a message with respect to any of
these bills from the House of Representatives, the Senate disagree with
the House on its amendment or amendments to

the Senate-passed bill and agree to or request a conference, as
appropriate, with the House on disagreeing votes of the two houses; that
the Chair be authorized to appoint conferees; and that the foregoing
occur without intervening action or debate. (June 22, 2006.)
STEM CELL RESEARCH
6.--Ordered, That it not be in order for the Senate to consider any
bill or amendment relating to stem cell research during the remainder of
the 109th Congress. (June 29, 2006.)

7.--Ordered, That with respect to H.R. 2830, an act to amend the
Employee Retirement Security Act of 1974 and the Internal Revenue Code
of 1986 to reform the pension funding rules, and for other purposes, it
