Tinsley, Legislative Clerk ======================================================================== [[Page 2]] UNANIMOUS CONSENT AGREEMENTS S. 2284 (ORDER NO. 460) 1.--Ordered, That on Tuesday, May 13, 2008 when the Senate resumes consideration of S. 2284, an original bill to amend the National Flood Insurance Act of 1968, to restore the financial solvency of the flood insurance fund, and for other purposes, the only amendments in order on Tuesday, May 13, 2008, be the following: the pending substitute amendment, a managers' amendment if cleared by the managers and Leaders, Amdt. No. 4720, offered by the Senator from Kentucky (Mr. McConnell), Amdt. No. 4721, offered by the Senator from Colorado (Mr. Allard) (to be withdrawn prior to a vote in relation to Amdt. No. 4720), and an amendment offered by the Senator from Nevada (Mr. Reid) and others relating to the subject of energy. Ordered further, That the McConnell and Reid amendments be subject to a 60 affirmative vote threshold; provided, that if either amendment achieves that threshold, the amendment be agreed to and the motion to reconsider be considered made and laid upon the table; provided further, that if neither achieves the 60 affirmative vote threshold, it be withdrawn. Ordered further, That there be 60 minutes of debate, equally divided and controlled in the usual from, prior to the vote in relation to Amdt. No. 4720, to be followed by a vote in relation to the Reid amendment; provided, that prior to each vote there be 2 minutes of debate equally divided and controlled in the usual form; provided further, that upon disposition of all amendments, the substitute amendment, as amended, be agreed to, the bill be read a third time, and the Senate then vote on passage of S. 2284, as amended; further, that after the first vote in the sequence, each succeeding vote be limited to 10 minutes in duration. H.R. 980 (ORDER NO. 275) 2.--Ordered, That the cloture vote on the motion to proceed to H.R. 980, an act to provide collective bargaining rights for public safety officers employed by States or their political subdivisions, occur on Tuesday, May 13, 2008, upon the disposition of a flood insurance bill, either H.R. 3121 or S. 2284, and that the mandatory quorum required under Rule XXII be waived; provided, that if cloture is invoked on the motion to proceed, all time post cloture be yielded back, the motion to proceed be agreed to and the motion to reconsider be considered made and laid upon the table.
