Tinsley, Legislative Clerk ======================================================================== [[Page 2]] UNANIMOUS CONSENT AGREEMENTS HOUSE MESSAGE TO ACCOMPANY H.R. 3221 1.--Ordered, That at 3:00 p.m. on Monday, July 7, 2008, the Senate resume consideration of the House Message to Accompany H.R. 3221, an act to provide needed housing reform and for other purposes; provided, that the cloture vote on the motion to concur in the amendments of the House striking titles VI through XI of the Senate amendment to H.R. 3221 occur at 5:30 p.m. on Monday, July 7, 2008; provided further, that the hour prior to the vote be equally divided and controlled between the Chairman and Ranking Member of the Banking Committee; provided further, that no other motions be in order. Ordered further, That if cloture is invoked on the motion, the post- cloture time under Rule XXII begin at 5:00 p.m. on Monday, July 7, 2008; provided, that the mandatory quorum required under Rule XXII be waived. Ordered further, That no further motions to refer be in order during the pendency of the House message. (June 19, 26, 27, 2008.) H.R. 6304 (ORDER NO. 827) 2.--Ordered, That at a time to be determined by the Majority Leader, following consultation with the Republican Leader, on Tuesday, July 8, 2008, all post-cloture time be yielded back and the motion to proceed to H.R. 6304, an act to amend the Foreign Intelligence Surveillance Act of 1978 to establish a procedure for authorizing certain acquisitions of foreign intelligence, and for other purposes, be agreed to and the motion to reconsider be considered made and laid upon the table and the Senate proceed to consideration of the bill; provided, that once the bill is reported, the only amendments in order be the following: An amendment offered by the Senator from Connecticut (Mr. Dodd), the Senator from Wisconsin (Mr. Feingold) and the Senator from Vermont (Mr. Leahy) to strike immunity, A relevant amendment offered by the Senator from Pennsylvania (Mr. Specter), and An amendment offered by the Senator from New Mexico (Mr. Bingaman) regarding staying court cases against telecom companies. Ordered further, That the Specter and Bingaman amendments be subject to an affirmative 60-vote threshold, and that if they do not achieve that threshold, they be withdrawn; if they achieve that threshold, they be agreed to and the motions to reconsider be considered made and laid upon the table. Ordered further, That no other amendments be in order and debate time on the Bingaman amendment be limited to 60 minutes, equally divided and controlled in the usual form; provided, that there be 2 hours of debate on the Dodd amendment, equally divided and controlled, with 10 minutes of that time under the control of the Senator from Vermont (Mr. Leahy); provided further, that there be 2 hours of debate on the Specter amendment, equally divided and controlled. Ordered further, That upon the use or yielding back of all time, the Senate proceed to vote on the pending amendments, with two minutes of debate, equally divided and controlled in the usual form prior to each vote; provided, that after the first vote in a sequence, succeeding votes be limited to 10 minutes each. Ordered further, That upon disposition of all amendments, the bill, as amended, if amended, be read a third time, and there then be 60 minutes of debate time equally divided and controlled between the Leaders or their designees, with an additional 10 minutes under the control of the Senator from Vermont (Mr. Leahy), 30 minutes under the control of the Senator from Wisconsin (Mr. Feingold) and 15 minutes under the control of the Senator from Connecticut (Mr. Dodd); provided that upon the use or yielding back of time, the Senate proceed to vote on the motion to invoke cloture on the bill and that if cloture is invoked, then all post-cloture time be yielded back, and without further intervening action or debate, the Senate proceed to vote on passage of the bill, as amended, if amended. Ordered further, That it be in order to file the cloture motion on the bill at any time prior to the cloture vote, with the mandatory quorum waived, notwithstanding Rule XXII, if applicable, and if applicable, post cloture time be charged during this agreement.
