                  HOUSE MESSAGE TO ACCOMPANY H.R. 3221

    1.--Ordered, That at 3:30 p.m. on Friday, July 11, 2008, the Senate 
resume consideration of the House Message to Accompany H.R. 3221, an act 
to provide needed housing reform and for other purposes; provided, that 
all time during any recess or adjournment of the Senate count against 
the post-cloture time under Rule XXII.
    Ordered further, That no further motions to refer be in order during 
the pendency of the House message. (June 19, 26, 27, July 10, 2008.)

                         S. 2731 (ORDER NO. 698)

    2.--Ordered, That on Friday, July 11, 2008, upon disposition of the 
motion to disagree to the amendments of the House adding a new title and 
inserting a new section to the amendment of the Senate to H.R. 3221, the 
Senate proceed to vote on the motion to invoke cloture on the motion to 
proceed to S. 2731, a bill to authorize appropriations for fiscal years 
2009 through 2013 to provide assistance to foreign countries to combat 
HIV/AIDS, tuberculosis, and malaria, and for other purposes; provided, 
that if cloture is invoked, then all post-cloture time be deemed 
expired, and on Monday, July 14, 2008, following a period of Morning 
Business, the motion to proceed be agreed to, and the motion to 
reconsider be considered made and laid upon the table, and the Senate 
then proceed to the consideration of S. 2731; provided further, that if 
cloture is not invoked, then a motion to reconsider the vote by which 
cloture was not invoked be considered to have been entered.
    Ordered further, That with respect to the cloture motion filed on 
the motion to proceed to S. 2731, the mandatory quorum call under Rule 
XXII be waived. (July 9, 10, 2008.)

    3.--Ordered, That S. 1974, a bill to make technical corrections 
related to the Pension Protection Act of 2006, remain at the desk. (Mar. 
31, 2008.)

    4.--Ordered, That the veto message on S. 5, the Stem Cell Research 
Enhancement Act of 2007, be considered as read and that it be printed in 
the Record and spread in full upon the Journal.

    5.--Ordered, That if the Senate receives from the House a message on 
H.R. 3997, an act to amend the Internal Revenue Code of 1986 to provide 
earnings assistance and tax relief to members of the uniformed services, 
volunteer firefighters, and Peace Corps volunteers, and for other 
purposes, with an amendment that is not germane to the Senate amendment 
or the underlying bill, that the bill and its amendments be referred to
