UNANIMOUS CONSENT AGREEMENTS
S. 3001 (ORDER NO. 732)
1.--Ordered, That at the conclusion of morning business on Tuesday,
September 16, 2008, the Senate resume consideration of S. 3001, an
original bill to authorize appropriations for fiscal year 2009 for
military activities of the Department of Defense, for military
construction, and for defense activities of the Department of Energy, to
prescribe military personnel strengths for such fiscal year, and for
other purposes; provided, that all first degree amendments must have
been filed by 4:00 p.m. on Monday and second degree amendments by 12:00
noon on Tuesday; provided further, the cloture vote on the bill occur at
3:00 p.m., with the 30 minutes before the vote equally divided and
controlled between the two leaders, with the Majority Leader controlling
the final 15 minutes; provided further, that no motions to proceed be in
order during Tuesday's session prior to the cloture vote.
Ordered further, That the mandatory quorum required under Rule XXII
be waived. (Sept. 12, 15, 2008.)

2.--Ordered, That S. 1974, a bill to make technical corrections
related to the Pension Protection Act of 2006, remain at the desk. (Mar.
31, 2008.)

3.--Ordered, That the veto message on S. 5, the Stem Cell Research
Enhancement Act of 2007, be considered as read and that it be printed in
the Record and spread in full upon the Journal.

H.R. 3997, an act to amend the Internal Revenue Code of 1986 to provide
earnings assistance and tax relief to members of the uniformed services,

purposes, with an amendment that is not germane to the Senate amendment
or the underlying bill, that the bill and its amendments be referred to
