No. 4214, Kyl Amdt. No. 4288, as modified, Cornyn Amdt. 4202, as modified and amended, if amended. Ordered further, That the Cornyn Amdt. No. 4202 be further modified with the changes at the desk; provided, that there be a total of 20 minutes of debate with respect to the border security related amendments, with the time divided equally among the Senator from Arizona (Mr. McCain), the Senator from Arizona (Mr. Kyl), the Senator from Texas (Mr. Cornyn), and the Senator from New York (Mr. Schumer), or their designees; provided further, that after the first vote in this sequence, the succeeding votes be limited to 10 minutes each; further, that after the first vote, there be 2 minutes of debate, equally divided in the usual form, prior to the succeeding votes; further, that no amendments be in order to the amendments covered in the agreement, other than as identified in this agreement; provided further, that if a budget point of order is raised against an amendment, then a motion to waive the applicable budget point of order be considered made, and the Senate then proceed to vote on the motion to waive the applicable budget point of order; further, that if a waiver is successful, then the amendment be agreed to, and the motion to reconsider be considered made and laid upon the table; further, that if a waiver is not successful, then the amendment be withdrawn. Ordered further, That upon the disposition of the above amendments, the Senate then consider the following amendments: Feingold Amdt. No. 4204, Coburn Amdt. No. 4231, as modified, and Coburn Amdt. No. 4232; provided, that the amendments be debated concurrently for a total of 15 minutes, prior to a vote in relation thereto, with the time equally divided among the Senator from Wisconsin (Mr. Feingold), the Senator from Oklahoma (Mr. Coburn), and the Senator from Hawaii (Mr. Inouye), or their designees; provided further, that no amendment be in order to these amendments prior to the votes; further, that upon the use or yielding back of time, the Senate then proceed to vote in relation to the amendments in the order listed; further, that the pending committee-reported substitute amendment not be subject to any point of order under Rule XVI; further, that upon disposition of these amendments, the Senate then proceed to vote on the motion to invoke cloture on the committee-reported substitute amendment. Ordered further, That the filing deadline for second degree amendments be 11:00 a.m. on Thursday, May 27, 2010. Res. 26, a joint resolution disapproving a rule submitted by the Environmental Protection Agency relating to the endangerment finding and the cause or contributing findings for greenhouse gases under section 202(a) of the Clean Air Act; provided, that there be six hours of debate on the motion to proceed to S.J. Res. 26, with the time equally divided and controlled between the Senator from California (Mrs. Boxer) and the Senator from Alaska (Ms. Murkowski), or their designees; provided further, that upon the use or yielding back of time, the Senate proceed to vote on adoption of the motion to proceed; further, that if the motion is agreed to, then there be one hour of debate on the joint resolution, divided as described above; further, that upon the use or yielding back of that time, the Senate proceed to vote on passage of the joint resolution; provided further, that if the motion to proceed is not agreed to, then no further motion to proceed to the joint resolution be in order.
