UNANIMOUS CONSENT AGREEMENTS
S.J. RES. 30
1.--Ordered, That at 10:30 a.m. on Thursday, September 23, 2010, the
Republican Leader, or his designee be recognized to move to proceed to
the consideration of S.J. Res. 30, a joint resolution providing for
congressional disapproval under chapter 8 of title 5, United States
Code, of the rule submitted by the National Mediation Board relating to
representation election procedures; provided, that there be 2 hours of
debate on the motion to proceed, with the time equally divided and
controlled between the Senator from Iowa (Mr. Harkin) and the Senator
from Georgia (Mr. Isakson), or their designees; provided further, that
upon the use or yielding back of time, the Senate proceed to vote on
adoption of the motion to proceed; further, that if the motion is
successful, then there be one hour of debate with respect to the joint
resolution, with the time divided as indicated above; provided further,
that upon the use or yielding back of time, the joint resolution be read
a third time, and the Senate then proceed to vote on passage of the
joint resolution; further, that if the motion to proceed is not agreed
to, then no further motion to proceed to the joint resolution be in
order; further, that no amendments or any other motions be in order to
the joint resolution and all other provisions of the statute governing
consideration of the joint resolution remain in effect during the
pendency of this agreement. (Sept. 21, 2010.)
S. 3628 (ORDER NO. 476)
2.--Ordered, That upon the disposition of S.J. Res. 30, on Thursday,
September 23, 2010, the Senate proceed to the consideration of the
motion to reconsider the vote by which cloture was not invoked on the
motion to proceed to S. 3628, a bill to amend the Federal Election
Campaign Act of 1971 to prohibit foreign influence in Federal elections,
to prohibit government contractors from making expenditures with respect
to such elections, and to establish additional disclosure requirements
with respect to spending in such elections, and for other purposes;
provided, that the motion to reconsider be agreed to, and that at 2:15
p.m., the Senate proceed to vote on the motion to invoke cloture on the
motion to proceed to S. 3628, with the time until then equally divided
and controlled between the two Leaders, or their designees; provided
further, that with respect to the motion to invoke cloture on the motion
to proceed to S. 3628, the mandatory quorum call required under Rule
