                   HOUSE MESSAGE TO ACCOMPANY S. 1086

    1.--Ordered, That at 5:30 p.m., on Monday, November 17, 2014, all 
post-cloture time be considered expired with respect to the House 
message to accompany S. 1086, a bill to reauthorize and improve the 
Child Care and Development Block Grant Act of 1990, and for other 
purposes; provided, that the motion to concur with Amdt. No. 3923 be 
withdrawn; provided further, that the Senate proceed to vote on the 
motion to concur in the House amendment to S. 1086. (Nov. 13, 2014.)

                         S. 2280 (ORDER NO. 371)

    2.--Ordered, That following Leader remarks on Tuesday, November 18, 
2014, the Senate proceed to the consideration of S. 2280, a bill to 
approve the Keystone XL Pipeline; provided, that there be up to 6 hours 
of debate equally divided between opponents and proponents, with the 
time in opposition under the control of the Senator from California 
(Mrs. Boxer), or her designee; provided further, that upon the use or 
yielding back of time, the bill be read a third time and the Senate vote 
on passage of S. 2280; further, that no amendments, motions, or points 
of order be in order prior to the vote on passage; provided further, 
that the vote on passage be subject to a 60 affirmative vote threshold.
    Ordered further, That if the Senate passes S. 2280 and has received 
or receives a bill from the House of Representatives that is identical 
to S. 2280, the House bill be read three times and passed with no 
intervening action or debate. (Nov. 12, 13, 2014.)

                         S. 2685 (ORDER NO. 499)

    3.--Ordered, That on Tuesday, November 18, 2014, upon disposition of 
the Ross nomination and the resumption of legislative session, the 
Senate resume consideration of the motion to proceed to S. 2685, a bill 
to reform the authorities of the Federal Government to require the 
production of certain business records, conduct electronic surveillance, 
use pen registers and trap and trace devices, and use other forms of 
information gathering for foreign intelligence, counterterrorism, and 
criminal purposes, and for other purposes; provided, that there be 30 
minutes of debate equally divided between the two Leaders, or their 
designees; provided further, that upon the use or yielding back of time, 
the Senate proceed to vote on the motion to invoke cloture on the motion 
to proceed to S. 2685; provided, that the mandatory quorum call under 
Rule XXII be waived. (Nov. 12, 13, 2014.)

                         S. 2578 (ORDER NO. 459)

    4.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 2578, a bill to ensure that employers cannot 
interfere in their employees' birth control and health care decisions,

    5.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 2432, a bill to amend the Higher Education 
Act of 1965 to provide for the refinancing of certain Federal student 
loans, and for other purposes, the mandatory quorum required under Rule

    6.--Ordered, That the mandatory quorum required under Rule XXII for 
the motion to invoke cloture on Amdt. No. 3060, offered by the Senator 
from Nevada (Mr. Reid), to H.R. 3474, an Act to amend the Internal 
Revenue Code of 1986 to allow employers to exempt employees with health 
coverage under TRICARE or the Veterans Administration from being taken 
into account for purposes of the employer mandate under the Patient 
Protection and Affordable Care Act, be waived; provided, that the filing 
deadline for first degree amendments be 1:00 p.m. on Thursday, May 15, 
2014, and the filing deadline for second degree amendments be 3:00 p.m. 
on Thursday, May 15, 2014. (May 14, 2014.)

    7.--Ordered, That with respect to the motion to invoke cloture on S. 
2262, a bill to promote energy savings in residential buildings and 
industry, and for other purposes, the mandatory quorum required under

    8.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 2223, a bill to provide for an increase in 
the Federal minimum wage and to amend the Internal Revenue Code of 1986 
to extend expensing limitations and the treatment of certain real 
property as section 179 property, the mandatory quorum required under 
Rule XXII be waived. (Apr. 28, 2014.)

                         S. 1845 (ORDER NO. 265)

    9.--Ordered, That with respect to the cloture motions filed on 
February 4, 2014, the filing deadline for first degree amendments to S. 
1845, a bill to provide for the extension of certain unemployment 
benefits, and for other purposes, be 9:45 a.m. on Thursday, February 6, 
2014, and the filing deadline for second degree amendments to Amdt. No. 
2714 and S. 1845 be 10:45 a.m. on Thursday, February 6, 2014; provided, 
that with respect to those cloture motions, the mandatory quorums 
required under Rule XXII be waived, and that Wednesday, February 5, 
2014, count as an intervening day for the purposes of Rule XXII.
    Ordered further, That with respect to the cloture motion filed on 
January 9, 2014, the filing deadline for first degree amendments to S. 
1845 be 3:00 p.m. on Monday, January 13, 2014, and the filing deadline 
for second degree amendments to S. 1845 be 11:00 a.m. on Tuesday, 
January 14, 2014; provided, that with respect to that cloture motion,

    10.--Ordered, That with respect to the cloture motion on S. 1197, an 
original bill to authorize appropriations for fiscal year 2014 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, to 
prescribe military personnel strengths for such fiscal year, and for 
other purposes, the mandatory quorum required under Rule XXII be waived.
    Ordered further, That the filing deadline for first degree 
amendments be 1:00 p.m. and that the filing deadline for second degree

    11.--Ordered, That with respect to the conference on S. Con. Res. 8 
an original concurrent resolution setting forth the congressional budget 
for the United States Government for fiscal year 2014, revising the 
appropriate budgetary levels for fiscal year 2013, and setting forth the 
appropriate budgetary levels for fiscal years 2015 through 2023, the 
conferees on the part of the Senate are instructed to report back a 
conference report by December 13, 2013.
    Ordered further, That it not be in order for the Senate to consider 
a conference report with respect to H. Con. Res. 25 or S. Con. Res. 8 if 
it includes reconciliation instructions to raise the debt limit. (Oct.
