No. 3896, offered by the Senator from Maine (Ms. Collins), be considered a committee-reported substitute from the Senate Committee on Appropriations for the purposes of Rule XVI; provided further, that H.R. 2577 serve as the basis for defense of germaneness under Rule XVI for the division of Amdt. No. 3896 that contains S. 2844; further, that H.R. 4974, as reported by the House Committee on Appropriations, serve as the basis for defense of germaneness under Rule XVI for the division of Amdt.
