The Speaker of the House of Representatives.
    Sir: In accordance with provisions of Public Law 105-78, 
the Departments of Labor, Health and Human Services, Education, 
and Related Agencies Appropriations Act of 1998, I hereby make 
available appropriations of $50,000,000 in budget authority for 
the Department of Health and Human Services' Low Income Energy 
Assistance Program. These funds will enable the Department to 
continue to support the needs of States in the South and 
Southwest that are suffering from extremely hot weather 
conditions. These funds are in addition to the $100,000,000 
that I made available on July 23rd to support these emergency 
needs.
    I designate the $50,000,000 made available today as an 
emergency requirement pursuant to section 251(b)(2)(A) of the 
Balanced Budget and Emergency Deficit Control Act of 1985, as 
amended.
    The details of this action are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with his comments and observations.
