   NOTIFICATION THAT THE NATIONAL EMERGENCY DECLARED WITH RESPECT TO 
LEBANON THAT WAS DECLARED IN EXECUTIVE ORDER 13441 OF AUGUST 1, 2007 IS 
  TO CONTINUE IN EFFECT BEYOND AUGUST 1, 2017, PURSUANT TO 50 U.S.C.

To the Congress of the United States:
    Section 202(d) of the National Emergencies Act (50 U.S.C. 
1622(d)) provides for the automatic termination of a national 
emergency unless, within 90 days of the anniversary date of its 
declaration, the President publishes in the Federal Register 
and transmits to the Congress a notice stating that the 
emergency is to continue in effect beyond the anniversary date. 
In accordance with this provision, I have sent to the Federal 
Register for publication the enclosed notice stating that the 
national emergency with respect to Lebanon that was declared in 
Executive Order 13441 of August 1, 2007, is to continue in 
effect beyond August 1, 2017.
    Certain ongoing activities, such as continuing arms 
transfers to Hizballah that include increasingly sophisticated 
weapons systems, undermine Lebanese sovereignty, contribute to 
political and economic instability in the region, and continue 
to constitute an unusual and extraordinary threat to the 
national security and foreign policy of the United States. For 
this reason, I have determined that it is necessary to continue 
the national emergency declared in Executive Order 13441 with 
respect to Lebanon.

     Continuation of the National Emergency With Respect to Lebanon

    On August 1, 2007, in Executive Order 13441, the President 
declared a national emergency with respect to Lebanon pursuant 
to the International Emergency Economic Powers Act (50 U.S.C. 
1701-1706) to deal with the unusual and extraordinary threat to 
the national security and foreign policy of the United States 
constituted by the actions of certain persons to undermine 
Lebanon's legitimate and democratically elected government and 
democratic institutions; contribute to the deliberate breakdown 
in the rule of law in Lebanon, including through politically 
motivated violence and intimidation; reassert Syrian control or 
contribute to Syrian interference in Lebanon; or infringe upon 
or undermine Lebanese sovereignty. These actions contribute to 
political and economic instability in Lebanon and the region.
    Certain ongoing activities, such as continuing arms 
transfers to Hizballah that include increasingly sophisticated 
weapons systems, serve to undermine Lebanese sovereignty, 
contribute to political and economic instability in Lebanon, 
and continue to constitute an unusual and extraordinary threat 
to the national security and foreign policy of the United 
States. For this reason, the national emergency declared on 
August 1, 2007, and the measures adopted on that date to deal 
with that emergency, must continue in effect beyond August 1, 
2017. Therefore, in accordance with section 202(d) of the 
National Emergencies Act (50 U.S.C. 1622(d)), I am continuing 
for 1 year the national emergency with respect to Lebanon 
declared in Executive Order 13441.
    This notice shall be published in the Federal Register and 
transmitted to the Congress.
