                          PERSONAL EXPLANATION

  Mr. WOLF. Madam Speaker, earlier today I was in my congressional 
district at a hearing held by the Virginia State Corporation Commission 
presenting testimony in opposition to a proposed major increase in 
tolls on the Dulles Greenway, a commuter route for many of my 
constituents.
  Had I been present and voting, I would have voted ``yea'' on rollcall 
61, H. Res. 90, congratulating Lovie Smith of the Chicago Bears and 
Tony Dungy of the Indianapolis Colts on becoming the first African-
American head coaches of National Football League teams to qualify for 
the Super Bowl; rollcall 62, H. Res. 24, establishing the House 
Democracy Assistance Commission for the 110th Congress, and rollcall 
63, H. Res. 20, calling on the Government of the United Kingdom to 
immediately establish a full, independent, and public judicial inquiry 
into the murder of Northern Ireland defense attorney Patrick Finucane, 
as recommended by Judge Peter Cory as part of the Weston Park 
Agreement, in order to move forward on the Northern Ireland peace 
process.
