                          PERSONAL EXPLANATION

  Ms. KILPATRICK. Mr. Speaker, due to official business I was unable to 
vote on Monday, March 5, 2007. Had I been present, I would have voted 
``yea'' on Final Passage of H.R. 995, To Amend Public Law 106-348 to 
Extend the Authorization for Establishing a Memorial in the District of 
Columbia or Its Environs to Honor Veterans Who Became Disabled While 
Serving in the Armed Forces of the United States, and ``yea'' on Final 
Passage on H.R. 497, the Brigadier General Francis Marion Memorial Act 
of 2007.
