                          PERSONAL EXPLANATION

  Ms. KILPATRICK. Madam Speaker, due to official leave of absence, I 
was unable to vote on three bills considered today under suspension of 
the rules. Had I been present, I would have voted ``yea'' on final 
passage of H.R. 85, the Energy Technology Transfer Act; ``yea'' on 
final passage of H. Res. 136, Commending the Girl Scouts of the United 
States on the Occasion of their 95th Anniversary, and ``yea'' on H.R. 
89, Establishing the Sense of the House of Representatives that a day 
should be established as Dutch-American Friendship Day.
