                          PERSONAL EXPLANATION

  Mr. LARSON of Connecticut. Madam Speaker, I would like to submit this 
statement for the Record and regret that I was not present to vote on 
rollcall vote Nos. 961, 962, and 963. Had I been present, I would have 
voted:
  ``Yea'' on rollcall vote No. 961 on H. Res. 738 expressing the sense 
of the House of Representatives regarding the Government of Syria's 
continued interference in the internal affairs of Lebanon; ``yea'' on 
rollcall vote No. 962 on H.R. 2089, to designate the facility of the 
United States Postal Service located at 701 Loyola Avenue in New 
Orleans, Louisiana, as the ``Louisiana Armed Services Veterans Post 
Office''; and ``yea'' on rollcall vote No. 963 on H.R. 20, to provide 
for research on, and services for individuals with, postpartum 
depression and psychosis.
