  Mr. PASCRELL. Madam Speaker, I rise to offer a personal explanation. 
I was unavoidably detained last Thursday, June 5, during the rollcall 
votes for the following bills: H.R. 5540, Chesapeake Bay Gateways and 
Watertrails Network Continuing Authorization Act; H.R. 3058, Public 
Land Communities Transition Act of 2007.
  Had I been present, I would have voted:
  ``No'' on rollcall vote 384, on the Bishop of Utah amendment to H.R. 
5540, the Chesapeake Bay Gateways and Watertrails Network Continuing 
Authorization Act;
  ``No'' on rollcall vote 385, on Motion To Recommit With Instructions, 
H.R. 5540, the Chesapeake Bay Gateways and Watertrails Network 
Continuing Authorization Act;

  ``Yes'' on rollcall vote 386, on Passage of H.R. 5540, the Chesapeake 
Bay Gateways and Watertrails Network Continuing Authorization Act;
  ``Yes'' on rollcall vote 387, on Motion To Suspend the Rules and 
Pass, as amended, the Public Land Communities Transition Act of 2007, 
H.R. 3058.
