  Mrs. BACHMANN. Madam Speaker, on September 23, 2008, I was 
unexpectedly detained and could not vote on the Motion to Recommit H.R. 
5244, the Credit Cardholders' Bill of Rights Act (roll No. 622). Had I 
been present I would have voted ``aye.''
