                          PERSONAL EXPLANATION

   Mr. PASCRELL. Mr. Speaker, today, March 16th, I was detained in my 
district and therefore missed the three rollcall votes of the day. Had 
I been present I would have voted ``yea'' on rollcall vote No. 125 on 
agreeing to the resolution H.R. 987--to designate the facility of the 
United States Postal Service located at 601 8th Street in Freedom, 
Pennsylvania, as the ``John Scott Challis, Jr. Post Office''. Had I 
been present I would have also voted ``yea'' on rollcall vote No. 126 
on agreeing to the resolution H.R. 1217--to designate the facility of 
the United States Postal Service located at 15455 Manchester Road in 
Ballwin, Missouri, as the ``Specialist Peter J. Navarro Post Office 
Building.'' Lastly, had I been present I would have voted ``yea'' on 
rollcall vote No. 127 on agreeing to the resolution H.R. 1284--to 
designate the facility of the United States Postal Service located at 
103 West Main Street in McLain, Mississippi, as the ``Major Ed W. 
Freeman Post Office.''
