                          PERSONAL EXPLANATION

  Mr. CONYERS. Mr. Speaker, this afternoon, I was present at a two-hour 
meeting at the White House with the President of the United States. As 
such, I was unfortunately not able to be present for the following 
votes:
  On the inclusion of the McGovern/Jones/Pingree Amendment. Had I been 
present, I would have voted ``Aye.''
  On the inclusion of the McGovern/Sestak Amendment. Had I been 
present, I would have voted ``aye.''
  On the inclusion of the Franks Amendment. Had I been present, I would 
have voted ``no.''
  On the inclusion of the Akin/Forbes Amendment. Had I been present, I 
would have voted ``no.''
  On the inclusion of the Holt Amendment. Had I been present, I would 
have voted ``aye.''
  On the inclusion of the Connolly Amendment. Had I been present, I 
would have voted ``aye.''
  On the motion to recommit H.R. 2647. Had I been present, I would have 
voted ``no.''
  On final passage of H.R. 2647. Had I been present, I would have voted 
``no.''
