                          PERSONAL EXPLANATION

  Ms. JACKSON-LEE of Texas. I ask unanimous consent to place in the 
Record how I would have voted because I was unavoidably detained at a 
2-hour meeting with the President on the issue of immigration.
  I would have voted ``yes'' on the adoption of the McGovern-Jones. I 
would have voted ``yes'' on the adoption of the McGovern-Sestak. I 
would have voted ``no'' on the Franks-Cantor. I would have voted ``no'' 
on the Akin-Forbes amendment. I would have voted ``yes'' on the Holt 
amendment. I would have voted ``yes'' on the Connolly amendment and 
``no'' on the Republican motion to recommit.
