                          PERSONAL EXPLANATION

  Mr. RODRIGUEZ. Mr. Speaker, unfortunately I was unable to vote today, 
Monday, July 27, 2009 because I was unavoidably detained. Had I been 
present to vote, I would have voted in support of the three bills that 
were before the floor of the House of Representatives today; H. Res. 
593, Recognizing and celebrating the 50th Anniversary of the entry of 
Hawaii into the Union as the 50th State; H.R. 1376, the Waco Mammoth 
National Monument Establishment Act of 2009; and H.R. 1121, the Blue 
Ridge Parkway and Town of Blowing Rock Land Exchange Act of 2009.
