                          PERSONAL EXPLANATION

  Mr. GUTIERREZ. Madam Speaker, I was unavoidably absent from this 
Chamber today. I would like the Record to show that, had I been 
present, I would have voted ``yea'' on rollcall votes 790, 791 and 792.
