  Mr. SMITH of Washington. Madam Speaker, on Tuesday, December 8, 2009, 
I was unable to be present for recorded votes because I was attending 
the memorial service held in Tacoma, Washington for the four police 
officers of the Lakewood Police Department who were killed last week in 
the line of duty.
  Had I been present, I would have voted: ``yes'' on rollcall vote No. 
931 (on the motion to instruct conferees on H.R. 3288); ``yes'' on 
rollcall vote No. 932 (on the motion to suspend the rules and agree to 
H. Con. Res. 199, as amended); ``yes'' on rollcall vote No. 933 (on the
