                          PERSONAL EXPLANATION

  Mr. REICHERT. Mr. Speaker, as indicated in the Leave of Absence 
request granted by the U.S. House of Representatives, I was not in 
attendance for votes February 22-26, 2010, so that I could support my 
family through the tragic and unexpected death of my 16-year-old niece.
  Were I in attendance, I would have voted in favor of H.R. 4425 (RC
