                          PERSONAL EXPLANATION

  Ms. JACKSON LEE of Texas. Madam Speaker, because I was chairing the 
committee addressing the question of the United-Continental merger, I 
was unavoidably detained and I missed the vote of H. Con. Res. 242, 
honoring and praising the National Association for the Advancement of 
Colored People on the occasion of its 101st anniversary. If I had been 
present, I would have voted an enthusiastic ``aye.''
