                          PERSONAL EXPLANATION

  Mr. HOLT. Mr. Speaker, on vote number 590 that was recently taken, I 
was detained in a hearing in the Intelligence Committee and did not 
vote on the adoption of H. Con. Res. 323, supporting the goal of 
ensuring that all Holocaust survivors in the United States are able to 
live with dignity, comfort, and security in their remaining years. As a 
cosponsor of that bill, I would have voted ``yes'' had I been present.
