                          PERSONAL EXPLANATION

  Mr. HIGGINS. Mr. Chair, I was in my district today to attend to 
matters concerning the opening of a new federal courthouse in Buffalo. 
This is one of the largest federal projects completed in western New 
York in recent years, supporting hundreds of jobs. This striking 
structure, standing at the center of Buffalo's business district, is 
symbolic of Buffalo's rising opportunities in connection to our unique 
architecture and history.
  My presence in Buffalo caused me to miss several votes in the House 
today. As a strong supporter of both maritime commerce and the

environmental protection of the Great Lakes, I would like to submit for 
the Record how I would have voted on the Coast Guard and Maritime 
Transportation Act and other matters.

Smith of Nebraska) having assumed the chair, Mr. Bishop of Utah, Acting 
Chair of the Committee of the Whole House on the state of the Union, 
reported that that Committee, having had under consideration the bill 
(H.R. 2838) to authorize appropriations for the Coast Guard for fiscal 
years 2012 through 2015, and for other purposes, had come to no 
resolution thereon.
