JACKIE SPEIER of california in the house of representatives Thursday, June 7, 2012 Ms. SPEIER. Mr. Speaker, I would like to state that my vote against the Tipton amendment to the Energy and Water Development and Related Agencies Appropriations Act, 2013 was made in error. I support this amendment, which prohibits agencies funded under the bill from conducting surveys in which money is included or provided for the benefit of the survey responder. The amendment does not prohibit federal agencies form gathering public input or sending out surveys, which is a necessary process, but I agree with the author of the amendment that we must put an end to the unethical practice of giving away taxpayer dollars to solicit a desired response. ____________________
