  Ms. MOORE. Mr. Speaker, I rise today regarding my absence from the 
House for the first vote on July 25, 2013. I was unfortunately absent 
because I was detained in traffic, as I returned from an event. I would 
like to submit how I would have voted had I been in attendance for the 
following vote: Rollcall No. 415, on agreeing to the Waxman amendment, 
I would have voted ``aye.''
