                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I was unavoidably detained during a 
vote on H.R. 2824, the Preventing Government Waste and Protecting Coal 
Mining Jobs in America Act, on Lowenthal amendment No. 1. If I had been 
present, I would have voted ``yes.''
  In addition, Mr. Speaker, on H.R. 3370, the Homeowner Flood Insurance 
Affordability Act, I was unavoidably detained with my constituents in 
my district. Had I been present, I would have voted a resounding 
``yes,'' for this legislation will bring much-needed relief to our 
constituents on the gulf coast.
